Overview
An older amplifier or a pair of active speakers with only analog or digital inputs can't take a Bluetooth stream on their own, and a phone or laptop's Bluetooth output alone won't feed a coaxial or optical digital input.
The FiiO BR13 is a Bluetooth audio receiver, USB DAC, and SPDIF decoder built around a Qualcomm QCC5125 chip and an ES9018K2M DAC. It receives Bluetooth audio from a phone, tablet, or laptop — including from two source devices at once via multipoint — and also works as a USB DAC or an optical/coaxial digital decoder, outputting to any amplifier or powered speaker with an RCA analog input.
A 1.1-inch display shows codec and EQ information, and the whole unit can be controlled from its physical buttons or the FiiO Control app, with support for 7 EQ presets plus two 10-band parametric EQ profiles.

The BR13 receives Bluetooth audio but does not transmit it — it's a receiver, USB DAC, and SPDIF decoder, not a transmitter, despite sometimes being grouped with transmitter/receiver products. If the goal is sending audio from a TV or turntable's output to wireless headphones or a Bluetooth speaker, this isn't the right device; if the goal is getting Bluetooth audio (or USB or digital audio) into an existing amplifier or speaker system, it is.
